Our Mission

The Lower Mystic TMA is a non-profit public-private partnership that aims to provide creative, efficient, and cost-effective transportation solutions to reduce traffic and to enhance the quality of life, accessibility, and economic vitality of the residents and employees within the City of Everett and the Lower Mystic area. This will be accomplished through coalition building and coordinating closely with the relevant city, state, and federal agencies.

Our History

In 2017, the Cities of Boston, Everettt, and Somerville along with MassDOT and the Metropolitan Area Planning Council (MAPC) convened to study the impact that projected commercial and residential growth in the Lower Mystic area would have on travelers to and through the area and to explore solutions. After two years of meetings that included stakeholder participation from private and public sector constituents, a key recommendation of the 2019 Lower Mystic Regional Working Group report was the formation of a regional transportation management association (TMA) to coordinate and support the implementation of transportation demand management (TDM) initiatives in the region.  

As a result of the recommendations, the City of Everett began to include TDM measures and TMA membership in local site plan review decisions. Additionally, the city began to review its parking requirements and worked to develop enhanced zoning regulations to reflect municipal parking and TDM priorities and to provide a predictable, consistent, and transparent road map for development in the City.  The resulting TDM ordinance approved by the Everett City Council in 2021 produced a system to measure development impact and provide a menu of TDM options and required membership in the Lower Mystic TMA to mitigate those impacts.

In July of 2021, a working group of stakeholders - Block Properties, Encore Boston Harbor, Greystar, Lennar Multifamily Communities,  Night Shift Brewing, and V-10 Development joined with the City of Everett to organize the Lower Mystic TMA.  During this development phase, the working group met monthly to solidify the organization’s relationship with the City of Boston as member and shepherded the development of the TMA mission, By-laws, and election of the organization’s inaugural Board of Directors.

The Lower Mystic TMA was formerly organized with the Massachusetts Secretary of State in January 2022.
